CIM, a joint operation of the Deutsche Gesellschaft fur Technische Zusammenarbeit (GTZ) GmbH and the German Central Placement Office (ZAV) of the Federal Employment Institute (BA), is a human resources provider with a development-policy mission. One of its major objectives is to improve local organizations in developing countries and in Central and Eastern Europe/The Commonwealth of Independent States (CEE/CIS), which play a key role in overcoming poverty and under-development.

Since 1981, CIM has been placing experienced German and European experts in counterpart organizations in Africa, Asia, Latin America and in Central and Eastern Europe. Upon request, it can also place Integrated Experts in partner countries. This program, which does not require any prior inter-governmental negotiation, provides quick and straightforward answers on immediate staffing and expertise shortages in their partner countries.

State institutions, as well as private sector employers, can inform CIM of their requirements for experts. However, CIM must first conduct a background check on the relevance of the said institutions to the country’s development. It is the goal of the Integrated Experts program to play a indispensable role in advancing the performance capacity of these participating institutions. To date, there are more than 700 CIM experts working in 80 countries worldwide.
